David de Silva

Over 40 years property management and social housing experience with Registered Providers, Community Interest Companies (CIC), Charities, the UK Government, and across the Private Sector. Part of a multi-disciplinary team that has raised finance with various industrial and public sector pension funds and private investors.
David has a proven track record of leading small housing associations, starting-up and then establishing a national presence by delivering quality housing services across the country. In 2007 he was the founding director of Inclusion Housing CIC, leading the team as CEO for nearly a decade and established a solid foundation and structure for Inclusion Housing’s future. Inclusion Housing was awarded UK Small Business of the Year 2016 and EU Small Business of the Year 2016/2017.
David has worked on development projects overseas on behalf of the British Government and the European Union. He has valuable experience working with overseas governments and international development banks, delivering and directing institution strengthening development projects with specific time-related outputs. David was instrumental in co-ordinating and raising the required seed-capital between the UK Government and International Development Banks to create a Micro-Finance Initiative hosted by a new Housing Loans & Advice Centre in the Central Pacific. This project subsequently paved the way to a larger National Public Health & Sanitation Project directly funded by the Asian Development Bank.
He has extensive experience in negotiating & facilitating dialogue between private sector investment groups and public sector organisations to enable property related fund raising, acquisitions, new build developments and on-going management of property portfolios.
